Dragon Oil Seeks Lead Corporate HSE Risk Engineer to Bolster Safety Culture

Dragon Oil, a prominent upstream oil and gas exploration, development, and production company headquartered in Dubai, UAE, is seeking a highly qualified Lead Corporate HSE Risk Engineer to join their team. This role offers a dynamic opportunity for a passionate safety professional to play a pivotal role in ensuring the company adheres to the highest HSE (Health, Safety, and Environment) standards and fosters a positive safety culture across its operations in the UAE, Turkmenistan, and Egypt.

Driving a Culture of Safety Excellence

The successful candidate will be responsible for a wide range of duties, acting as a subject matter expert for Dragon Oil's Risk Management System (RMS). They will ensure the system is effectively implemented and maintained, aligning with industry best practices. This entails providing technical support to various departments to ensure proper input and updates to departmental risk registers. A core aspect of the role involves developing a pool of competent risk assessment practitioners within the organization, empowering them to conduct operational risk assessments at all levels.

Setting the Standard for Safety

The Lead Corporate HSE Risk Engineer will play a key role in setting, developing, and improving HSE standards, systems, and procedures. This includes delivering insightful advice, guidance, training sessions, and awareness programs related to risk management. The successful candidate will also be tasked with mentoring and developing HSE staff and trainees, particularly UAE nationals, within the HSE team. Furthermore, they will be responsible for proposing risk-based approaches and strategies to the HSEQ Manager, demonstrating a proactive approach to safety management.

Responsibilities Spanning Systems Development and Field Visibility

The role encompasses a diverse range of tasks, divided into two primary areas: systems development, launching, implementation, analysis, and improvement (60%) and field visibility, training, advising, coaching, audits (40%).

On the systems development side, the Lead Corporate HSE Risk Engineer will be responsible for developing, reviewing, improving, consulting, and communicating a fit-for-purpose Risk Management System along with related standards and procedures. This includes providing specialized risk management and risk assessment training to all risk and barrier owners, ensuring competency across the organization, particularly at operational sites. They will also play a vital role in coordinating with risk owners to deliver high-quality risk assessments, ensuring proper reporting, monitoring, and review processes are established.

The field visibility aspect of the role involves working closely with field HSE personnel to identify areas for improvement in RMS implementation, focusing on both compliance and competence. The successful candidate will plan and deliver relevant training, coaching, and guidance to site personnel, aiming to change behaviors and cultivate a positive safety culture. They will also be responsible for designing, planning, organizing, leading, and participating in themed HSE audit programs to ensure effective implementation of the Integrated Management System (IMS) and RMS. This includes monitoring, measuring, analyzing, and evaluating the performance of these systems to ensure ongoing compliance.

Leading the Way in Incident Investigation

The Lead Corporate HSE Risk Engineer will play a crucial role in accident/incident investigations when required, providing valuable technical advice to identify causal factors and root causes. They will also plan and conduct ad-hoc site tours to intervene and escalate issues as necessary when HSE standards are not being met.

Qualifications and Experience for Success

To excel in this role, candidates must possess a Bachelor's degree in an Engineering discipline and a minimum of 10-12 years of relevant experience, with at least 5 years in a similar position within the upstream oil and gas industry. A strong understanding of a comprehensive range of HSE competencies is essential, including Industrial Hygiene & Welfare, IMS Implementation and Auditing, Permit to Work Systems, Incident and Accident Reporting and Investigation, HSE Regulations, Standards and Guidelines, and Process Safety Management.
